The Real Estate Agents Disciplinary Tribunal is made up of a chairperson and up to four other members, all appointed by the Minister of Justice.

The Real Estate Agents Disciplinary Tribunal is made up of a chairperson and up to four other members, all appointed by the Minister of Justice.

The Chairperson must be a barrister or solicitor with at least seven years’ legal experience. One member must be a former or current licensed real estate agent. One of the members is also designated by the Minister as the Deputy Chairperson of the Tribunal.

Judge P F Barber (Chairperson)

Judge Barber was a senior commercial partner with Young Swan McKay & Co in Wellington from 1963 until his appointment as a District Court Judge in 1981 sitting in Criminal and Civil Courts.  He was the Shop Trading Hours Commission (1979 to 1983), Taxation Review Authority (1981 until 2012), Pharmacy Authority (1986 to 2006), a Judge of the Arbitration Court of NZ (for 1986), and Executive Judge for the NZ Tribunal Judges from 1990 to 1997 and from 2003 to 2010.  Over 1986 to about 2006 he chaired the Pharmacy Board of Appeal.  He also handled Accident Compensation District Court Appeals from 1995 to 2012.  On 30 September 2011, Judge Barber was sworn in as Chairperson of the Real Estate Agents Disciplinary Tribunal.  He continues as the Customs Appeal Authority (from 1997).   

 

Kate Davenport (Deputy Chairperson)

Ms Davenport is a barrister in practice in Auckland. She specialises in civil and commercial litigation. She has an LLB (Hons), M.Jur (Distinction) and a post graduate Certificate in Health Science (Ethics). She was admitted to the Bar in 1983. Ms Davenport is also the Deputy Chairperson of the Health Practitioners Disciplinary Tribunal and Chairperson of ECART (Ethics Committee for Assisted Reproductive Techniques). She is former Vice-President of the New Zealand Law Society and is on the Council of the New Zealand Bar Association.

John Gaukrodger, Dip Bus FCA retired 

Mr Gaukrodger gained experience and knowledge of disciplinary processes as a member of the NZ Institute of Chartered Accountants Practice Review Team from 2002-2008. In that role he was required to report and provide evidence to the Institute's Professional Conduct Committee and Disciplinary Tribunal. He has previously acted as a chartered accountant for a number of real estate firms.  He is currently board Chairperson of two Hamilton based companies. 

Garry Denley, JP, FREINZ

Mr Denley is currently the Body Corporate Manager and Auctioneer for Lochores Real Estate Ltd on Auckland’s North Shore. He was made a Fellow of the REINZ in 1989 and in 1991 was appointed the REINZ’s Executive Officer for membership services, responsible for licensing, rules and membership services. He was an elected National Councillor from 1997 to 2007, chairing the Technology, Rules, Education and Agreements sub-committees. He was also the REINZ representative on the Auckland District Law Society Forms sub-committee dealing with joint property agreements. Mr Denley is also a practising arbitrator and mediator.   

Jennifer (Jenny) Robson, LLB, Palmerston North    

Ms Robson is a Tenancy Tribunal Adjudicator (2007-present) and Review Officer conducting hearings for the Inland Revenue Department on child support issues. She is the director of a consultancy company that has provided training and support in the area of governance.  Ms Robson is a lay member of the Health Practitioners Disciplinary Tribunal (2005-present), chair of the Advertising Standards Complaints Board (2009-present) and was recently appointed to the Dentists Disciplinary Tribunal (a one year appointment).
